Subject:  Admissions to General Nursing Midwifery (GNM) and Auxiliary Nurse & Midwife  (ANM)    Training Courses – 2004.

 

1.         GENERAL

 

(a)                           The Governor of Punjab is pleased to notify admissions to General Nursing Midwifery / Auxiliary Nurse Midwife Courses for the Year 2004 in the State of Punjab.

(b)                           The Government of Punjab is further pleased to notify that all the institution whether Government / Private / Aided / Unaided / Minority / Non Minority shall be covered by this Notification.

(c)                            All the GNM / ANM institutions functioning in the State of Punjab shall strictly follow the instructions and the admissions should be made in accordance with this Notification .

(d)                           The Feasibility Certificate once issued by the INC will be treated as valid till the next inspection of INC.

2.          GENERAL NURSING & MIDWIFERY COURSE (GNM) : 3 Year Diploma Course          

 

2.1       ELIGIBILITY FOR ADMISSION -

(a)        Fresh candidates :

 

(i)           Age : The candidate shall be 17 yrs or more on  31-8-2004 and 35 years or less on 31-8-2004 i.e. the candidate should have born between 31-8-1969 to 31-8-1987 .

(ii)         Minimum Qualifications : Minimum Qualification shall be 12 years of Schooling (10+2) or its equivalent with 45% marks (40% for SC/ST).

(iii)       Residence Status : Preference will be given to the candidates who are residents of Punjab as per Department of Personnel letters no :- 1/3/95-3PPI/9619 , dated 6th June 1996 and No. 1/2/95-3PII/81 dated 1st January 1999.

(iv)       Medical : The candidate should be medically fit.

(v)         Preference : Preference shall be given to those who have passed 10+2 or its equivalent with science subjects i.e. Physics, Chemistry & Biology.

(b)        Promotees

(i)           Age :  No age limit for candidates applying through proper Channel, who are already in Government service.

(ii)         Minimum Qualifications :

(a)  Candidate should be a Registered ANM with the Punjab Nurses Registration Council.

(b)  The candidate should have passed 12 years of Schooling (10+2) or its equivalent.

(iii)    Medical : The candidate should be medically fit.

 

2.2       SYLLABUS - Syllabus will be in accordance with the instructions issued by Indian Nursing Council from time to time. Duration of the Course shall be three years.

 

2.3       EXAMINATION SCHEDULE

(a)               The Annual Examination shall commence wef  15th September every year.

(b)               The Examination Forms must reach

-         before 20th July every year       Without late fees

-         upto 31st July  every year         Rs. 5 /- per student                (Late Fee)

-         upto 31st August every year     Rs. 50/- per student per day (Late Fee)

-        After 31st August  no examination form shall be entertained.

(c)                The promotee ANM candidates will appear for all the examinations in Theory and Practical as per the scheme of examination for Fresh candidates.

(d)               The promotee ANM candidates are exempted for six months during third year. 

(e)               The students may write their answers in Punjabi , Hindi or English.

             

2.4       ELIGIBILITY FOR EXAMINATION  

(a)   A candidate shall be eligible for appearing in the examination if the Principal of  School of Nursing certifies that :--

(i)             She has completed not less than 11 months of the course.

(ii)           She has attended 75% of formal instructions given on each subject and 75% of the field clinical experience in each area/subject separately during the academic year. However, the total clinical/field experience prescribed must be completed before the final council examination and before the issue of Diploma and Registration.

(iii)           The overall performance of the student and her conduct during the entire academic year has been satisfactory.

(iv)              The student has passed in the internal assessment in each subject i.e. both in the teaching and practical by securing 50% marks separately in each theory and practical.

 (b)       Record of Practical experience is to be completed. The Principal of School should send Internal Assessment marks of each subject and Practical to the Council on or before 31stAug every year.

 

2.5       SUPPLEMENTARY EXAMINTION

 

(a)               The Supplementary Examination will commence on 15th March every year.

(b)               If a student fails in one theory paper/practical, she shall be promoted to the next year of study. She would sit for supplementary examination in the failed subject/practical. If she fails to clear supplementary examination she shall be allowed to sit again along with her next year annual examination. She shall not be promoted to the third year of study unless she has cleared all the papers of first year of study.

(c)                If a student fails in two or more papers or practical she shall not be promoted to the next year. She shall sit for supplementary examination in the failed subjects/practical only. If she doesn’t clear the supplementary she can appear in the next main examination. She shall be promoted to the next year of study only after clearing the papers either in supplementary or in the main examination. She shall be  eligible for the examination of the next year of study  after one academic year from the  passing the last examination (main/supplementary).

(d)               If a student fails in one theory paper/practical examination of third year , she will be allowed to sit for supplementary examination held subsequently in the failed subject/practical.

 

3.         AUXILIARY NURSE & MIDWIFE COURSE (ANM) : 1  ½ Year Certificate Course

 

3.1       ELIGIBILITY FOR ADMISSION -

(a)                Age : The candidate shall be 16 yrs or more on  31-8-2004 and 35 years or less on  31-8-2004 i.e. the candidate should have born between 31-8-1969 and 31-8-1988 .

(b)               Minimum Qualifications: Minimum Qualification shall be 10 years of Schooling (Matric) or its equivalent with 45% marks (40% for SC/ST).

(c)                Residence Status: Preference will be given to the candidates who are residents of Punjab as per Department of Personnel letters no :- 1/3/95-3PPI/9619 , dated 6th June 1996 and No. 1/2/95-3PII/81 dated 1st January 1999.

(d)                Medical : The candidate should be medically fit.

 

3.2       SYLLABUS - Syllabus will be in accordance with the instructions issued by Indian Nursing Council from time to time. Duration of the Course shall be one and half year.

 

3.3       EXAMINATION SCHEDULE

(c)        There shall be a Theory and Practical examination at the end of completion of one and half year as prescribed in the syllabus of Indian Nursing Council. 

(d)        The students may write their answers in Punjabi , Hindi or English.

          

3.4       ELIGIBILITY FOR EXAMINATION

(a)        A candidate shall be eligible for appearing in the examination if the Principal of School of Nursing certifies that: --

(i)      She has completed course for at least 15 months .

(ii)     She has attended 75% classes in theory , practical and field work. The overall performance of the student and her conduct during the entire academic year has been satisfactory.

(iii)    The student has passed in the internal assessment in each subject i.e. both in the teaching and practical by securing 50% marks separately in each theory and practical.

(b)        Record of Practical experience is to be completed. The Principal of School should send Internal Assessment marks of each subject and Practical to the Council on or before 28th February every year.

(c)        No Examination Form shall be entertained without Enrolment No. issued by PNRC.

 

3.5       SUPPLEMENTARY EXAMINATION

Council shall conduct Supplementary Examination on 15th  September every year. The student shall re-appear only in the failed subject/subjects . She shall be given maximum of 5 attempts to pass the examination.

 

4.         ADMISSIONS FOR GNM & ANM

 

The following conditions would apply to admissions in GNM & ANM Course.

(a)               The admissions should be purely on merit of 10+2 marks for GNM Course and Matric for ANM Course.

(b)               Preference shall be given to those who have passed 10+2 or its equivalent with science subjects i.e. Physics, Chemistry & Biology for GNM Course.

(c)                The admissions would be finalized by 31-8-2004 and the classes would commence from by 1-9-2004.

(d)               If the seats in any institutions remains vacant then one month grace be given and admissions should be finalized by 30-9-2004 and no admissions shall be allowed after the cut off date 30-9-2004.

(e)               If a student wishes to shift to other institution , she will be allowed to shift before 15-9-2004 and full fee shall be refunded by the institution.

(f)                 If at any stage , it is found that the candidate / institution has supplied any false information in the admission form , then her candidature for the course shall be cancelled and the recognition of the institution shall be withdrawn.

(g)               The institutions shall forward the Admission Form (prescribed by Punjab Govt/ PNRC , Annexure (‘C’) duly filled in by the candidate , counter signed by her parents/guardian and attested by the Principal , School of Nursing to the office of the Registrar , PNRC by 15-10-2004 without late fee and upto 31-10-2004 with late fee @ Rs. 50 per student per day. No admission form shall be accepted after 31-10-2004.

(h)               The PNRC shall on receipt of admission forms from the institutions issue Enrolment Number to the eligible candidates by 15-11-2004.

5.         CONDUCT OF EXAMINATION OF GNM & ANM

 

5.1       WRITTEN EXAMINATION

(a)               Appointment of Examiners:  50% Examiners from Punjab State and 50% from outside the State of Punjab. The Registrar shall complete all the process regarding the completion of Examination. The Registrar shall be fully responsible for any irregularities.

(b)               Qualification of Examiners: Nursing tutor with minimum 5 years teaching experience (recent) in a particular subject may be appointed as paper setters and examiners for that particular subject only.

(c)                Question paper should have a combination of essay, short answer and objective type question (Situation based Questions).

(d)               All units of a subject and sub-subject should be given due weight age in accordance with the instructional hours prescribed in the syllabus of Indian Nursing Council.

(e)               Examination Superintendent: Examination Superintendent shall be Principal Tutor of the Institution where examination is to be conducted.

(f)                 Invigilator: Invigilator shall be from the institution other than the host institution.

 

5.2       PRACTICAL EXAMINATION

(a)        Practical Examination is to be conducted in the respective clinical area.

(b)        Nursing tutor with minimum of five years of teaching experience (recent) in particular subject/clinical area may be appointed as practical examiner.

(c)        Not more than 10 to 15 students are to be examined in a day.

(d)        Internal and external examiner shall jointly evaluate each candidate for practical examination.

 

5.3       UNFAIR MEANS AND PUNISHMENT

(a)        Unfair Means- If during an examination, candidate adopts any of the unfair means listed below, the Supervisor / Invigilator will make a note on the answer books of the candidate before  it is sent to the Registrar. The Registrar will submit such Answer books along with comments of Invigilator / Supervisor to the Sub Committee constituted by the Nursing Council for unfair means. The Sub Committee  will conduct enquiry and recommend punishment which will be approved by the President of the Punjab Nurses Registration Council . The Unfair Means comprise of:

(i)      Talking to any other candidate.

(ii)     Talking to a person inside or outside the examination shall during the examination hours without prior permission of Invigilator / Supervisor.

(iii)        Copying from answer book of other candidate.

(iv)        Copying from some paper/book note or any other method.

(v)          Impersonation.

(vi)        Any other undesirable activity.

 

(b)        Punishments- The punishment may be:

(i)     cancellation of the paper of the candidate

(ii)       or whole candidature

(iii)   or even expulsion from nursing school for a period specified or forever according to granting of punishment.

Note :

1.      No other fee or funds shall be collected from the students under any guise.

2.      The fee indicated is maximum and the institutions can charge fee lower than this. However fee

higher than this will not be charged till the fee structure is approved by the Fee Fixation Committee.

3.      If any candidate is shifted to other institution before 15-9-2004 , full fee shall be refunded by the institution. 

4.      Not more than 3 students are allowed to stay in a single room in institutions set up in or before 2003 .

Institutions which have been set up in 2004 not more than 2 students shall be allowed in one room in the hostel. The dormitory is totally ruled out.

 

6.3      GOVERNMENT INSTITUTIONS – The fee for Government institutions shall be separately fixed by the Department of Health and Family Department.

 

6.4      *FEE FIXATION COMMITTEE  -  The fee and charges indicated in para 6.1 and 6.2  above are provisional. The institutions  will charge the provisional fee till their fee structure is approved by the  Fee Committee  under the chairmanship of  a retired HC Judge which has already been constituted by the government.  The difference between  the provisional fee and the final fee  will be adjusted after finalization of the fee structure.

 

7.        INSTITUTIONS AND SEATS

The list of institutions is placed at Annexure ’A’ for GNM Course and at Annexure ‘B’ for ANM Course.

(a)                 The list contains only recognised / approved institutions. The term “recognised” means institutions from where one batch has passed out i.e. institutions which are functional for more than 3 years. The term “approved” means institutions which are less than three year old and approved from year to year by PNRC.

(b)                 Only those institutions have been included in the list which have affiliation with PNRC and Feasibility Certificate from the INC. Feasibility Certificate granted by INC once has been treated as valid till the time of next inspection by INC or its cancellation by the INC.

(c)                  The maximum number of seats allowed is only 60. The number of seats allowed to a particular institution is the minimum of  the following three – number of seats allowed in the NOC by Government, seats allowed by PNRC and seats allowed by INC.

(d)                 As per Government , PNRC and INC guidelines the requisite infrastructure like land, building, hostel etc. is required to be established before the start of institution and before making the admissions. The Government in its NOC had mentioned that the construction of building would be completed within one year and admission would be made within two years. This doesn’t mean that institutions can hire a building and start the admissions. It only means that NOC once obtained will be acted upon and implemented within two years. It is therefore absolutely clear that institutions can operate only from their own buildings and not from the rented ones.

(e)                 The Government has decided that no admissions would be allowed in a rented / hired / leased building for the academic year 2005-2006. The land and building should be recorded in the ownership of the society / trust  running the institution and no deviation shall be permitted.

(f)                   Since no time is left for admissions for year 2004-2005 , the Government is permitting admissions in rented building. However, the seats of the institutions have been reduced by 5/10/15 if the construction has been delayed by 1/2/3 or more years. If the rented buildings are grossly inadequate then the number of seats has been reduced by half.

(g)                 The information regarding seats, land, building, result etc. is reflected in Annexure ‘A’ and ‘B’ has been derived from the official record and from the documents supplied by the institutions. Every care has been taken to avoid mistake yet there is a possibility that some errors might have crept into the list. The Government would welcome representations against any mistakes and the same shall be rectified if warranted.
