PROCEEDINGS OF THE COUNCIL MEETING HELD ON 6th Jan. 2005 UNDER THE
PRESIDENTSHIP OF DR. J.S. DALAL, DIRECTOR, RESEARCH & MEDICAL
EDUCATION, PUNJAB, CHANDIGARH.

Agenda Item No : 1 Consideration of the Inspection Report and
Video Recording of Bengal Institute of Health
Sciences, Raikot conducted by Director Medical
and Research, Punjab, Registrar, PNRC and
Supdt., PNRC.
The case of Bengal Institute of Health Sciences, Raikot was thoroughly discussed. Video Recording was shown to all members, detailed report was read by the Registrar, PNRC before the Council members.
The direction of the Secretary, MER and option of legal advisor, Sh. R.K. Garg was also read before the Council members.
It was also thoroughly considered and it was found that this case shall again be discussed with the Legal Advisor as there is controversial between legal opinion of legal advisor and record (Inspection Reports).
It was unanimously decided that 15 days Show Cause Notice be issued to the said institution on the following grounds :--
1. Excess fee being charged.
2. Deficiencies in Report.
3. Inappropriate & Unhygienic Hostel facilities.
4. Excess number of students.
5. Why admissions continued for 4 months ?
6. Details of Clinical Experience.
7. Torture by Madam Minakshi.
8. Complete record of Registered Society.
It was also decided that Show Cause Notice be also issued to the then Registrar and not to shift the candidates to the other institutions till the reply of the Show Cause Notice.
It was also decided that the President is hereby authorized to take any action after the reply of the Notice.
Agenda Item No : 2 Misc., if any, with the permission of the chair.
(i) Anand School of Nursing, Amritsar and Guru Nanak Institute, Jalandhar submitted their representations to the President PNRC and these were read and discussed and following decisions was taken :--
(a) Anand School of Nursing, Amritsar :-- The Council unanimously decided that as per the Inspection Report, Institution be recognized for GNM Course for one year and as per Hon’ble Punjab and Haryana High Court allowed counseling of students. The Council decided that this counseling is regularized from the date of counseling.
(b) Guru Nanak Institute, Jalandhar :-- Council thoroughly considered the representation of the institution and unanimously decided that the candidates of this institution who were shifted to other institutions may be directed to re-join their Parent Institution as per action taken in regard to R.N. Tagore Institute, Pathankot.
