PROCEEDINGS OF THE COUNCIL MEETING HELD ON 3rd AUGUST 2005 UNDER THE PRESIDENTSHIP OF DR. J.S. DALAL, DIRECTOR, RESEARCH AND MEDICAL
EDUCATION, PUNJAB.
The following members attended the Council meeting on dated 3rd August 2005.

Agenda Item No:- 1. Confirmation of the previous meeting held on 25-5-05.
The Council unanimously approved the proceedings of the previous meeting held on 25-5-2005 and also decided that reminder may be sent to Bengal Institute, Raikot to reply within 10 days regarding the deficiencies pointed out by the office of the PNRC, otherwise it will be presumed that the institution has not removed its deficiencies and action shall be taken against the institution therefore. With the above directions, Council approved the proceedings of the last meeting held on 25-5-2005.
Agenda Item No:- 2. Consideration of the Inspection Report of GNM / ANM /
BSc. Ng.
Council considered the letter of SMER no:- 2/3/05-4HBIII/2432 dated 17 June 2005 which was also approved by the Deputy CM & CM, in which the Govt. says that the department should forthwith discontinue the practice of grant of conditional approval and practically open ended relaxations which severely compromise the quality education and run contrary to public interest. Council also considered the letter no:- F1-46(13)05/161 dated 13-7-2005 of Deputy PS to Chief Minister, Punjab in which it is mentioned that Hon’ble Chief Minister has observed that the existing institutions should be allowed to admit students immediately as the orders of the Chief Minister dated 13-6-2005 were meant to be applicable on the pending cases with the department and the same was not to be applied to the institutions already imparting nursing education, moreover the application of the above mentioned orders on existing institutions become irrelevant in view of the relaxation given to these institutions to complete infra structure by 30-9-2006. And, also letter no:- 1128® dated 1-8-2005 of Deputy Chief Minister in which the Deputy Chief Minister has mentioned that she has seen the inspection reports of the Deputy Commissioners regarding the inspections of nursing institutions of the state. Most of the reports have arrived and are favorable in most of the institutions in most of the districts regarding building the Hon’ble Chief Minister has already permitted upto Sep. 2006 so the ban on the admissions on nursing institutions for the year 2005-06 is hereby lifted with immediate effect and the Council may be directed to hold its meetings on 3rd August 2005 at 11:00 for this purpose.
Council thoroughly considered the above mentioned letters and also decided to obey the orders of the Deputy Chief Minister to lift the ban imposed on admissions for the Session 2005-06 but before giving the permission letters to admit the students for the Session 2005-06, the inspection reports done by the Council should be considered of each institution and decision shall be taken as per the inspection report of PNRC of each institution separately. It was also decided that Inspections must be done of those institutions who have not been inspected before by the PNRC inspection team and the decision may be taken accordingly after considering the inspection report. It was also decided that the institutions may be directed to remove the deficiencies found in the inspection report within one month under intimation to the office of PNRC; otherwise strict action shall be taken against the defaulter institutions.
Agenda Item No:- 3. Purchase of own showroom for the office of PNRC and
extension in the rent deed of present showroom in
which the office is functioning.
Council unanimously decided that committee of four members be constituted for t he purchase of own showroom for t he office of PNRC. The following members would constitute the committee :-
(i) President, PNRC.
(ii) Ms. Jasbir Kaur Sodhi, Council member.
(iii) Registrar, PNRC (Mrs. Surjit Saini)
(iv) Supdt Garde 1, (Mr. G.S. Kang)
Council also approved the rent deed (wef …………….) of the present showroom in which the office is functioning and the Registrar is authorized to sign the rent deed with the owner of the showroom.
Agenda Item No:- 4. Action of the President for t he regular appointment of
Sh. Karamjit Singh, Driver keeping in view the decision
of the Labour Court, Patiala.
The Council unanimously approved the action of the President for the regular appointment of Sh. Karamjit Singh, Driver, PNRC keeping in view the decision of the Labour Court, Patiala.
Agenda Item No:- 5. Approval of the action for the extension in Deputation
period of Deputy Registrar.
The Council unanimously approved the action of the President for the extension in deputation period of Deputy Registrar.
Agenda Item No:- 6. Approval of the action of the President for full scale of
Registrar.
The Council unanimously approved the action of the President for the full scale of Registrar to the Ex-Registrar Ms. Surinder Jaspal.
Agenda Item No:- 7. Consideration of the fee fixation for sending NOC for
GNM & ANM to the other State Nursing Councils.
The Supdt., PNRC told the Council that the office of PNRC is issuing free of cost NOC for GNM & ANM to students who wish to migrate to the other State Nursing Councils but it takes a lot of time and lot of official documentation to issue NOC. So, the Council unanimously decided to fix Rs. 1,000/- on account of issuing NOCs for GNM & ANM to the other State Nursing Councils. This fee shall be charged with 1st Sep. 2005.
Agenda Item No:- 8. Increase in fee for foreign confirmation.
The Supdt., PNRC told the Council that the office of PNRC is charging Rs. 500/- plus Rs. 50/- postage charges for sending foreign verification to different countries through registered post but most of the candidates complain that the verification sent by the office doesn’t reach there and they often demand that their verification may be sent through courier. So, keeping in view the above, Council unanimously decided to revise the fee for foreign confirmation / verification and fixed Rs. 2500/- (including courier charges). It was also decided that it will be the duty of the office of the PNRC to send the Verification only through courier and President is authorized to contact a Courier agency for this purpose. These orders will come into force wef 1st Sep. 2005.
Agenda Item No:- 9. (i) Regarding complaint of fee charged by the BSc. Ng.
2nd year students of Guru Nanak Mission Hospital,
Dhahan Kaleran.
(ii) Regarding complain of fee charged from the parents
of GBNM / ANM students of GTB School of Nursing, Jandiala Guru, ASR.
It was also brought to the notice of the Council that other complaints are also received in the office of the PNRC. The Council unanimously authorized the President, PNRC for conducting enquiry regarding these complaints and may take action accordingly.
Agenda Item No:- 10. Regarding install of Yoga book to the nursing students
Written by Dr. Sukhdeep Singh.
Council unanimously rejected the installation of the Yoga Book written by Dr. Sukhdeep Singh to the nursing students.
Agenda Item No:- 11. Regarding implementation of GNM New Revised (2001)
Syllabus from the Session 2005-06 in all the nursing
Institutions.
The Council unanimously decided that old syllabus shall be continued for this session and this case shall be again considered in the next Council meeting for the implementation of n new revised syllabus.
Agenda Item No:- 12. Two week compulsory training course on latest strategy
in Primary Health Care for MPHW(F) & Pb. General Ng.
students of private institutions of State of Punjab at
State Institute of Health & family Welfare, Punjab.
The Council unanimously rejected the Two week compulsory training course on latest strategy in Primary Health Care for MPHW(F) & Pb. General Ng. students of private institutions of state of Punjab at State Institute of Health & Family Welfare, Punjab.
Agenda Item No:- 13. Regarding withdrawal of the orders of termination
orders of Ms. Meenakshi, Principal of Bengal Institute
Raikot as decided in the meeting held on dated 20-5-
2005 under the Presidentship of Justice G.R. Majithia.
The Council unanimously decided that the termination orders of Ms. Meenakshi issued by the Council be withdrawn and the institution may be asked to take appropriate action as per rules against Ms. Meenakshi, Principal of Bengal Institute of Health Sciences, Raikot.
Agenda Item No:- 14. Declaration of later on results.
The Council unanimously decided that the later on results be declared with the permission of the President as per rules.
Agenda Item No:- 15. Regarding Detail Marks, Registration, Diploma and
Foreign Verification of candidates of RN Tagore
Institute, Pathankot and Guru Nanak Nursing Training
Institute, Jalandhar.
The Council unanimously decided that original detail marks cards, diploma and registration of those candidates of RN Tagore Institute, Pathankot and Guru Nanak Nursing Training Institute Jalandhar who were shifted to other institutions, may be sent to those institutions where they were migrated. It was decided that if the above said institutions harass the students for issuing original detail marks cards, then, students have right to receive duplicate detail marks cards from the office of the PNRC after attestation of the form from present institution.
Agenda Item No:- 16. Regarding roll no of NavKiran Kaur from DMC Hospital
Ludhiana.
The Council unanimously decided that the result of Navkiran Kaur, DMC Hospital Ludhiana may be declared.
Agenda Item No:- 17. Internal Assessment of students of RN Tagore Institute,
Pathankot.
The Council unanimously decided that the internal assessment marks may be given on the proportionate basis as per the theory marks obtained by the students and the results may be declared accordingly.
Agenda Item No:- 18. Acceptance of admissions forms after the cut off date.
The Council unanimously decided that the action may be taken as per the interim orders of the Hon’ble Punjab and Haryana High Court in PIL 6426 of 2005 Jaskaran Singh Brar Vs State of Punjab and others.
Agenda Item No:- 19. Approval of ANM Examination of Anand School of
Nursing, Amritsar.
The Council unanimously approved the action of President for approval of ANM Examination of Anand School of Nursing Amritsar keeping in view the future of the candidates and Council also authorized the President for the declaration of the result of ANM students Year April 2005. Council members told that the Director of the institute is a habitual law breaker and strict vigilance is required over him and his institution. Further, Council also decided that if he again admits candidates without the affiliation or if he admits the excess candidates, then, strict action like de-affiliation of the institution may be taken.
Agenda Item No:- 20. Govt. letter 2/90/04-6HBIII/931 dt. 21-3-05 in which
the Govt. has increased the time for construction of
building up to 30-9-2006.
Council thoroughly considered the above letter and it was unanimously decided that the relaxation in construction of building upto 30-9-2006 will also be given to those societies who have got NOC from State Govt. and have applied to the office of PNRC for opening of new nursing schools.
Agenda Item No:- 21. Consideration of the letter from the office of Hon’ble
Chief Minister, Punjab no:- F1-46(13)05/161 dated
13-7-2005 and letter of the Deputy CM to allow the
institutions to admit the students for the session 05-06.

1. Council considered the request of the private nursing association to allowing doctors to teach nursing students but the Council unanimously decided that the institutions can call the doctors to teach non-nursing subjects only but they can’t consider the doctors as faculty members.
2. Council unanimously decided that the examination should be taken by the PNRC as the BFUHS, Faridkot has refused to hold the examination of GNM & ANM.
3. Council unanimously decided that the mobile bill no:- 98141-74807 of the President should be paid by the PNRC.
