PROCEEDINGS OF THE EMERGENCY COUNCIL MEETING HELD ON 11TH Feb. 2005 UNDER THE PRESIDENTSHIP OF DR. J.S. DALAL, DIRECTOR, RESEARCH & MEDICAL EDUCATION, PUNJAB.

Agenda Item No:- 1 This matter of PIL No. 6426 of 2005 filed by Jaskaran Singh Brar in the Hon’ble Punjab and Haryana High Court was thoroughly discussed in the Council meeting. The orders dated 24th Aug. 2005 passed by the Hon’ble Punjab and Haryana High Court were read out in the meeting. Legal Opinion in this regard was sought from Sh. H.S. Sethi, Advocate, the opinion given by him in the shape of a draft in which a letter to be sent to all the Principals and Presidents of the Societies / Trusts running the nursing institutions along with Affidavit, Eligibility Performa were read out to the Council members.
The Council members unanimously approved the draft prepared by Sh. H.S. Sethi, Advocate along with affidavit, Eligibility Performa. It was also decided that the nursing institutions should be asked to fill these performas and submit an affidavit within seven days from the receipt of the letter.
Council also unanimously approved the bill of Rs. 22,000/- sent by Sh. H.S. Sethi, Advocate for the legal opinion in regard to the PIL.
Agenda Item No:- 2. Misc, if any, with the permission of the Chair.
1. Council unanimously approved the bills amounting Total Rs. 250870/- (Rs. 59688/-, Rs. 81404/-, Rs. 109798/-) of Jasmeet Enterprises for publishing various public notices in the various newspapers.
2. Council unanimously approved the printing bill for the office of PNRC of Rs. 216060/- to be paid to Harjit Printing Press, Mohali.
3. Council unanimously decided that the pay of the Registrar, Ms. Surjit Saini will be paid by the office of PNRC on her own Pay Scale.
4. Punjab and Haryana High Court directed that after the completion of the term of the petitioner (Sh. Jatinder Singh) and the other incumbents who are employees on contract basis, no further employment will be made by the competent authority after following due procedure. The above said judgment was placed before the Council members and the Council unanimously decided that President is authorized to appoint the employees on daily wages keeping in view of the urgency of the work in the office of PNRC.
