Proceedings of the Punjab Nurses Registration Council meeting held on 6-12-2005 at 12:00 noon in the Committee Room of Govt. Medical College, Patiala under the President-ship of Dr. Kiranjeet Kaur, Director, Research & Medical Education, Punjab, Chandigarh –cum- President of the Punjab Nurses Registration Council.

Agenda Item No.1 :-
Confirmation of the proceedings of the last meeting held on 4-11-2005.
Council members were informed that the action has been taken on all item of minutes of meeting of the last Council’s meeting dated 4-11-2005. Council unanimously confirmed the proceeding of the last meeting dated 4-11-2005.
Agenda Item No.2 :-
Consideration of the inspection reports of the following institutions :-
(i) Adesh School of Nursing Mukatsar for MSc. Nursing Medical Surgical and Gynecology.
The above said institution was inspected by Mrs. Jasbir Kaur & Mrs. Kamaljeet Kaur on 8-11-05 and pointed out some deficiencies in the inspection report. The Council unanimously decided that the institution may be asked to remove the deficiencies and appoint faculty required as per INC norms. Compliance report be submitted to the PNRC as soon as, so that the case may be considered accordingly.
(ii) Bharat Institute of Nursing, Mundh, Distt. Jalandhar.
The above said institution was inspected on 17-11-05 for the increase of seats from 50 to 60 for GNM Training Course. The institution does not fulfill the condition of P1, P2 and P12 of CWP 6426 of 2005. Therefore the request of the institution is not considered, however the institution is advised to approach INC first for the increase of the seats, after that the case will be considered.
(iii) Batala Institute of Batala
The above said institution was inspected on 14-11-2005 to grant recognition for ANM training course. The institution doesn’t fulfill the condition of P1, P2 and P12 of CWP 6426 of 2005. The hostel building of the institution is on rent. The inspectors have pointed out many deficiencies but the inspectors have recommended for grant of recognition, which violate the direction of Hon’ble High Court of Punjab and Haryana. So the Council unanimously decided that the inspection of the institution be done again and decision may be taken accordingly in the next Council meeting.
Agenda Item No.3 :-
Consideration of seats of Adesh Institute of Nursing, Bhucho Mandi, Distt. Bathinda in the light of INC letter.
The Council considered the letter of the INC in which the institution was recognized for 40 seats. It was also brought to the notice of the Council that the said institute was recognized by the Council in its last meeting 4-11-2005 for 60 seats for GNM. It was unanimously decided by the Council that institution may be asked to admit only 40 seats as per INC. The record of the institution be checked by the Council. In case the institution has admitted the students as per the letter of PNRC dated 4-11-2005, then the seats of the institution be decreased from the next session.
Agenda Item No 4:-
Consideration of INC letter for the implementation of the revised syllabus.
The Council unanimously decided to implement the new syllabus of INC as revised in 2001 of GNM Course w.e.f. session 2006-07 positively.
Agenda Item No 5:-
Consideration of the revised Inspection Performa for GNM & BSc. Nursing.
The Council unanimously decided to constitute a committee of following four members to revise the Inspection Performa for the inspection for MSc Nursing, BSc. Nursing , GNM and ANM. The members should report to the President within one week.

Consideration of new admissions for the session 2006-07.
The Council unanimously decided that the time schedule for applying for starting of new institution after getting the NOC from Punjab Govt. be fixed as follows :

Agenda Item No. 7:-
Consideration of the report of the surprise check.
The report of surprise check of the following institutions was placed before the Council and the Council unanimously decided that the institution should not be allowed to admit the students for the next academic session 2006-07 till they complete the infrastructure or any other deficiencies pointed out in the letter as per the annexure mentioned in the CWP No. 6426 of 2005. It is also decided that each institution be directed to complete infrastructure / building of the institution and hostel within three months, otherwise suitable action will be taken against the defaulter. The Registrar of PNRC was also directed to check the other institution within ten days positively and act as above.

Agenda Item No.8 :-
Conduct of Examination.
The Council unanimously decided that the examination of ANM and GNM courses should be given to BFUHS, Faridkot w.e.f. the coming examination March 2006. The examination form along with fees will be transferred to the University for issue of Roll No., confirmation of eligibility, conduct of examination and declaration of result. The University may also be requested to give affiliation
Agenda Item No.9 :-
Approval of the Council’s budget for the year 2005-06.
Council approved the budget for the session 2005-06 submitted by the accountant of PNRC as Annexure I.
Agenda Item No.10 :-
Consideration of the objection raised by the audit department in audit reports.
It has been observed that the audit Para is not attended properly by the officials of the Council that leads to financial irregularity. The Registrar is directed to get the Para settled with the Audit Deptt. Within three months and the report may be submitted before the next Council meeting.
Agenda Item No.11 :-
Consideration of the time period for opening of new nursing school and time for the disposal of the application.
As decided in agenda item no. 6.
Agenda Item No. 10 :-
Consideration of the amendment of Punjab Nurses Registration Council Act 1932.
The President informed the Council members that the matter regarding amendment in the Act is under consideration of the State Govt.
